What actually happens when PDFs are merged
A PDF is a container of page objects, fonts and images. Merging copies those page objects into one new container without re-rendering or re-compressing anything, so text stays selectable, links keep working, and image quality is bit-for-bit identical to the originals. Page sizes don't need to match either — an A4 report can sit next to a US-Letter scan and a landscape spreadsheet export in the same file; each page keeps its own dimensions and orientation.
